A popular act in U.S. health policy, the Affordable Care Act (ACA) is a federal legal framework that establishes the basic legal protections that had been absent in public health policy before its enactment. Signed into law by President Barack Obama, ACA is a body of healthcare policies that center on extending health insurance coverage to the access of uninsured Americans. Essentially, ACA focuses on minimizing the cost of health insurance coverage for qualified individuals. It also provides premium tax credits to enable lower-income families and individuals to get access to health insurance plans.

While the act is composed of 10 distinct legislative Titles, ACA can be summarized in five primary goals. These are:

1. Attainment of near-universal coverage through shared responsibility among government, employers, and individuals.

2. Promoting and optimizing fairness, affordability, and quality of health insurance coverage.

3. Improving health-care quality, value, and efficiency, while promoting accountability in healthcare sectors to patients and minimizing wasteful spending.

4. Fortifying primary health-care access while mediating long-term innovations to the way primary and preventive health-care is delivered in the best interest of the population.

5. Devoting plans and actions for strategic investments in the public's health through the promotion of community investment and expansion of clinical preventive care.
